Add glowing pickups like in Gta 3/VC. inspired by the Glowing pickups mod for gta sa by kagikn/junior_djjr
comes with a highly customizable configuration file

- Added optional 3D wirespheres like manhunt 1

- Optional hide collectable effects during cutscene/executions
- Optional fully hide collectables during cutscenes (already hidden during execution by default)
