I can't help much because I never spent much time with modding Manhunt models. I can tell you this tool lets you view, add, and remove textures in the .txd files. This tool decompiles and recompiles models in the .dff files. That's all I've stumbled across. This tool can only import Manhunt models. I don't know how to export Manhunt models, sorry.

So first off, you would need to rig bikerb.dff and bikerb.txd (Get 3ds Max), and use Kam's script for GTA SA. It will work on Manhunt, so do not worry.
