Extract the .rar into "Manhunt/data/skins/" It'll be a folder called "Black Character" That's it. Simple. The folder goes in skins in order for this to work or it'll freeze. You'll need PluginMH by ermaccer to install this skin. A friend of Eddielouk converted it for me.
